Choosing a kraft paper packaging supplier for Germany involves more than ordering the right bowl or box. A custom printed logo, the location of the seller and the way empty packaging enters the market can affect which business must handle packaging obligations. For buyers placing wholesale orders, the responsibility review belongs before artwork approval and production.
Buyer answer: identify the relevant legal roles, agree who supplies the supporting information and connect each document to the exact packaging construction. The purchasing workflow below is a practical recommendation; the role assignment must follow the current rules for your transaction.

Separate the manufacturer role from the producer role
Under the PPWR, the manufacturer role concerns packaging conformity, while the producer role concerns extended producer responsibility. They can belong to different businesses. The commercial description “factory” does not by itself determine either role. ZSVR explains this distinction in its manufacturer and producer guidance.
ZSVR’s current service-packaging guidance says that businesses ordering packaging bearing their own name, logo or brand are generally both manufacturer and producer. A domestic-supplier exception applies to qualifying micro-enterprises. Unbranded packaging sourced from abroad requires a different role assessment. The guidance also narrows the circumstances in which pre-participation can be used; an old supplier invoice is not a sufficient basis for assuming that route remains available.
Make a role sheet for each supply route
For a restaurant chain using the same bowl in several countries, one global vendor record is too broad. Create a short Germany-specific record containing the ordering entity, seller, importing entity, branding arrangement and intended first supply. Include neutral stock and branded stock as separate cases. If a distributor adds a label after import, send that detail to the person reviewing the legal roles.
For takeaway operations, also describe where the packaging is filled and handed over. Avoid copying older examples into a new assessment without checking the current definition and the actual flow of goods. A role sheet should describe what happens, not merely reproduce the wording of a purchase order.
Ask your wholesale supplier for usable product data
ZSVR identifies material, weight and quantity information as necessary for system participation and reporting, and material-composition information for conformity documentation. It also tells affected businesses to review their LUCID details. Use the current official guidance to decide what your business must do, then turn the information request into a controlled supplier file.
| Purchase record | Practical information to request |
|---|---|
| Container and lid | Separate item codes, component descriptions and measured weights |
| Kraft paperboard construction | Board specification, barrier layers, adhesive and any window material |
| Private label artwork | Approved revision and identity of the brand displayed |
| Shipment | Units per case, shipment quantity and the product revision supplied |
| Evidence | Document owner, issue date, covered SKU and change notification contact |

Keep commercial branding and legal terminology distinct
An OEM ODM manufacturer may physically make a private label container while another business carries a manufacturer role under packaging legislation. Record both relationships rather than changing every supplier reference to the same label. For foodservice distributors, this distinction helps purchasing staff direct questions to the right organization.
Attach the agreed data fields to the purchase specification. The existing food packaging specification-sheet guide explains how to connect materials, dimensions and approved revisions. Use it to build the operational record, alongside the separate regulatory assessment.
Approve the product and the documentation together
Before releasing a bulk order, compare the sample code with the drawing, quotation and document file. Check that the selected lid is the one being weighed and described. A lid change made to improve delivery performance should trigger a review of the component record, even if the bowl itself is unchanged.
For repeat orders, ask whether the board, coating, production site or artwork has changed. Keep the supplier response with the release decision. These are recommended purchasing controls, not a claim that a particular form or sample count is legally prescribed.
If the menu needs a different footprint, compare the container format before locking the document set. Compare rectangular kraft food containers
Questions before the first shipment
Does LUCID registration prove that a bowl meets every requirement?
No. Treat registration, recycling-finance obligations, packaging conformity and food-contact suitability as separate checks. The food-contact safety guide provides context for the product-use evidence that belongs in the purchasing file.
Can the same file cover every lid option?
Only if its scope clearly covers those options. Keep alternative lids identifiable so the purchase order, test evidence and shipment cannot be confused.
What should go into an enquiry?
Include the destination, branded or neutral format, container size, annual estimate, seller/importer arrangement and required documents. This gives the packaging discussion a concrete starting point while your responsible team completes its regulatory review.
