Regulatory status checked: 9 October 2026.
The second year of UK extended producer responsibility for packaging is moving from general preparation to a hard commercial deadline. PackUK says it intends to issue the initial notice of liability for the 2026 to 2027 assessment year by the end of November 2026, with no producer-wide recalculation planned. For foodservice packaging importers, distributors and large producers, that makes accurate packaging data a pricing issue, not only a reporting task.
This guide explains how UK packaging EPR 2026/27 affects paper cups, kraft takeaway boxes, food bowls, lids and coated paper food packaging, and what buyers should lock with suppliers before liability notices arrive.
What is new for the 2026 to 2027 assessment year?
PackUK’s 2026–2027 operational plan forecasts about £1.47 billion in disposal costs, £28 million in administration costs and £60 million for impairment. It also states that the initial year-two liability notice is planned by the end of November 2026.
The operational plan highlights a lesson from year one: late producer resubmissions changed the tonnage base used for fee calculations. For year two, PackUK plans a single general notice rather than repeated producer-wide recalculations. Individual changes would be limited to successful appeals. Businesses should therefore treat the quality of the submitted dataset as a board-level cost control.
Why paper food packaging needs component-level records
A description such as “kraft takeaway box” is not enough for EPR reporting or fee modelling. The package may include paperboard, a PE or PLA barrier, a PET window, a separate lid, label, adhesive and secondary packaging. Buyers of paper to-go boxes, kraft bowls with lids and single wall paper cups should request weights by component and material.
For coated structures, record the fibre substrate and barrier separately. Our guide to PE, PLA and water-based coatings explains why a visually similar cup or container can carry a different technical and recyclability profile.
Five data checks before November
1. Confirm the obligated producer
Map the UK importer, brand owner, distributor, online marketplace and end user for every supply route. Registration status should follow the legal producer role, not an informal assumption in a purchasing email.
2. Reconcile units to kilograms
Use controlled unit weights and actual quantities placed on the UK market. Reconcile calculated kilograms to purchase orders, goods receipts, inventory adjustments and sales. Investigate unexplained differences before a notice is issued.
3. Separate packaging levels
Keep consumer-facing or household packaging, grouped packaging and transport packaging in distinct fields. Export cartons and pallet wrap should not disappear simply because the commercial focus is the food container inside.
4. Freeze the specification revision
Link every reported SKU to a dated specification. A lighter board, different lid resin or revised carton count can change calculated tonnage. Use the fields in our food packaging specification sheet checklist to control versions.
5. Keep evidence ready for challenge
Store supplier declarations, weigh sheets, artwork versions and change notices with the SKU record. Evidence should show what was supplied during the reporting period, not merely what the current catalogue says.
Registration deadlines and cost ownership
The UK government’s large producer registration guidance lists 1 October 2026 as the registration deadline for 2027, subject to the specific exception described for certain direct-to-end-user activities. It also confirms annual registration fees and the distinction between direct registration and using a compliance scheme.
Commercial teams should separate four cost lines:
- environmental regulator registration fees;
- compliance-scheme service fees where applicable;
- PackUK disposal and administration liabilities;
- PRN or PERN and other recycling-obligation costs.
Bundling these into one unexplained “green levy” weakens customer quotations and makes margin analysis difficult.
How modulated fees change packaging conversations
Year two introduces recyclability-linked fee modulation. Red, amber and green ratings are designed to create different financial outcomes. A material’s commercial price should therefore be considered alongside its likely RAM result, functional performance, food safety and local collection route.
Do not switch coating simply to chase a colour rating without validating heat, oil, leak and sealing performance. The test approach in our paper food container delivery stress guide helps buyers compare alternatives under realistic use.
Supplier questions for UK EPR readiness
- Can you provide net unit weight by material and component?
- Which specification revision applied to each shipment?
- Is the lid, window or coating resin identified?
- How are unit-weight tolerances controlled?
- Will you notify us before changing material or pack configuration?
- Can data be supplied in kilograms per 1,000 units?
- Can repeat-order records be retained for audit support?
A capable paper food packaging manufacturer should treat EPR data as part of the product specification. Our supplier audit checklist can help verify that capability.
What to do when the liability notice arrives
Compare the notice against the legal entity, reporting period, packaging categories and tonnages submitted. Trace material totals back to SKU calculations and source records. Document any suspected error before beginning an appeal. Because PackUK does not plan a general recalculation for all producers, an internal review should be fast, specific and evidence based.
Frequently asked questions
Are paper cups automatically green-rated?
No. The result depends on the applicable methodology and the complete construction, including barrier layers and components.
Does a supplier certificate replace producer reporting?
No. Supplier data supports the calculation, while the obligated producer remains responsible for accurate registration and reporting.
Should buyers wait for the final invoice?
No. Lock specifications, quantities, cost ownership and supporting records before the liability notice so commercial decisions can be made with controlled data.
Turn packaging data into a buying control
UK packaging EPR is becoming a recurring cost and data discipline. Foodservice packaging buyers that connect component weights, sales quantities, specification revisions and supplier change control will be better placed to validate notices and design lower-risk packaging portfolios.
